RCEP rules of origin
RCEP uses a flexible product-specific rule of origin per HS heading. Many lines accept either:
- Tariff shift to the heading from outside the heading, or
- Regional value content of 40 percent (transaction value) or 30 percent (build-down method).
The producer or exporter can self-certify origin via an approved exporter declaration on the invoice. Alternatively, the CCPIT issues third-party Certificates of Origin per RCEP.
