Title 19 of the Code of Federal Regulations (19 CFR) is the body of rules that governs how goods enter the United States, how CBP classifies and values them, when duty is owed, and what a broker or importer can do after entry if something needs correcting. It is the regulatory floor beneath every CBP Form 7501, every post-summary correction, every FTZ admission, and every drawback claim. Alongside 19 CFR, four live streams matter day-to-day: Federal Register notices (rulemaking, proclamations), CBP CSMS messages (operational guidance from Cargo Systems Messaging Service), USTR notices (Section 301 lists, exclusions), and, for EU trade, the EU Official Journal (OJEU).
