The Single Administrative Document (SAD) is the standard EU import declaration. LandedFees parses SADs across every EU member state and re-computes duty against TARIC. Box 33 (commodity code), Box 42 (statistical value), Box 44 (additional information codes, including CBAM and preference claims), and Box 47 (calculation of taxes) are all extracted.
Post-clearance amendment window under EU UCC Art. 173 is three years, so audit findings on EU entries have the longest recovery window in the product.
How to upload an EU SAD
- Open the audit page.
- Drag the SAD PDF or ITX export into the dropzone.
- The parser reads Boxes 1 (declaration type), 8 (consignee), 22 (invoice currency and value), 33 (commodity code), 42 (statistical value), 44 (documentary codes), and 47 (calculation of taxes).
- Confirm the extracted commodity codes and statistical values. TARIC-specific 10-digit codes are validated against the current TARIC extract.
- Add any preference certificate references (Form A, EUR.1, statement on origin) if the SAD does not carry them in Box 44.
- Click Audit. The engine compares filed duty and VAT against TARIC's current rates.
Findings for EU entries route to the correct national post-clearance amendment desk. Practice varies member to member; the memo carries the right form for the filing country.
What the parser reads
Header: MRN, declaration date, member state of import, importer, consignor, invoice currency and value. Lines: Box 33 commodity code, Box 34 country of origin, Box 35 gross mass, Box 38 net mass, Box 41 supplementary units, Box 42 statistical value, Box 44 documentary codes and CBAM markers, Box 47 tax breakdown (A00 duty, B00 VAT, and national fees).
CBAM data (embedded emissions codes) is extracted where present. The engine cross-checks against the EU CBAM default values for the reporting period.
Common upload issues
SAD ITX or EDI files vary by member state. The parser handles the three most common shapes (Germany's ATLAS export, France's Delta-X export, the UCC-aligned PDF). Older national formats fall back to OCR; confirm every field.
If the SAD is for a transit movement (T1 or T2), the engine skips duty computation (transit is not a release-for-free-circulation event) and audits only for procedural errors.
Frequently asked questions
Do you support every EU member state
Yes. Every member state's SAD variant is supported for the release-for-free-circulation flow. Transit and export declarations are read but not audited for duty.
What if the SAD is in a language other than English
The parser handles German, French, Spanish, Italian, Dutch, Polish, and Portuguese natively. Other EU languages fall back to OCR.
How does the engine handle CBAM
CBAM is computed as a separate row when Box 44 carries the CBAM markers or when Box 33 is a covered CN code. Default values apply where actual embedded emissions are not declared.
What is the EU amendment window
Three years from the acceptance of the customs declaration under UCC Art. 173. Longest recovery window in the product.
