U.S. Department of Homeland Security U.S. Customs and Border Protection National Commodity Specialist Division One World Trade Center, Suite 51.201 New York, NY 10007 U.S. Customs and Border Protection N364995 September 23, 2026 CLA-2-84:OT:RR:NC:N1:164 CATEGORY: Classification TARIFF NO.: 8412.90.9015 Davide Usuelli Transfer Oil Inc. 537 Rankin Road Houston, TX 77073 RE: The tariff classification of hydraulic hose ferrules and hose-end inserts from Italy Dear Mr. Usuelli: In your letter dated September 10, 2026, you requested a tariff classification ruling. Product information was submitted with your request. The items under consideration are ferrules and hose-end inserts which will be used to manufacture flexible hydraulic hose assemblies. You describe the hose-end inserts as “stems” which are specifically dimensioned for insertion into the ends of hydraulic hose. The insert forms the fluid-conducting termination of the completed hydraulic hose assembly. After the insert is positioned inside the hose-end, a corresponding ferrule is placed over the hose and permanently crimped to mechanically secure the connection. The completed assemblies will be used to connect hoses to components such as pumps, cylinders, and valves to efficiently transfer high pressure hydraulic fluid in mobile and industrial machinery. The ferrules and inserts consist of plated carbon steel or stainless steel and are produced in various sizes. In addition, the inserts will be imported featuring various shapes and end connections according to the ISO 12151 series of standards for hydraulic hose fittings. You clarify that although the ferrules and inserts will be imported separately, they are engineered to be mutually dependent components of hydraulic hose assemblies. The applicable subheading for the hydraulic hose ferrules and hose-end inserts will be 8412.90.9015, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Other engines and motors, and parts thereof: Parts: Other: Of hydraulic power engines and motors: Other.” The general rate of duty will be Free. The duties cited above are current as of this ruling’s issuance. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided at https://hts.usitc.gov/. This ruling does not address the applicability of any additional duties, taxes, fees, exactions and/or other charges, which may apply to the goods discussed herein. This includes, but is not limited to, tariffs and other duties as provided for in Subchapter III to Chapter 99, HTSUS. Thus, for example, in addition to the classification stated above, the merchandise covered by this ruling may also need to be reported with either the Chapter 99 provision under which an additional tariff applies or one of the Chapter 99 provisions covering exceptions to such tariffs.
