Lookup rates

Direct rate lookup for a country + HS code pair. Returns the resolved MFN, preferential (per FTA program), and every applicable overlay (Section 232 / 301 / 122 / 301-FL / 338 / 232-Pharma / AD-CVD) plus destination-country VAT / GST. Read-only, cacheable for one hour.
