MFN duty is rarely what moves the total

MFN duty is usually the smallest variable. What moves the total is whether a preference programme zeroes the base rate, and whether Chapter 99 overlays stack on top, a 12.5% forced-labor overlay outweighs almost any MFN difference.

Preference claims require certification on file

Preference claims assume the goods actually originate and that certification is on file. Sourcing decisions also carry lead time, MOQ and quality cost this table does not model.
