A CBP CROSS ruling is a written classification, valuation, or country-of-origin determination issued by US Customs and Border Protection in response to an importer request. Rulings are binding on CBP for the transaction described, and they are the primary evidence importers cite when defending an HS classification or origin claim on a CBP Form 7501 entry. Rulings are indexed by ruling number (N-series for NCSD, HQ or H-series for headquarters), HS code, product description, port, and issue date.
