US customs rulings by HTS code

A CBP CROSS ruling is a written classification, valuation, or country-of-origin determination issued by US Customs and Border Protection in response to an importer request. Rulings are binding on CBP for the transaction described, and they are the primary evidence importers cite when defending an HS classification or origin claim on a CBP Form 7501 entry. Rulings are indexed by ruling number (N-series for NCSD, HQ or H-series for headquarters), HS code, product description, port, and issue date. Every ruling published to the CBP CROSS database appears here within one business day, and each detail page shows the full ruling text, reasoning, and other rulings that share the same HS-6 subheading so you can see how a cluster of decisions is trending. Use the sample list below to open a real ruling, or use the search UI (available once you sign in) to filter across the full corpus.
