Searching CROSS rulings

CROSS is CBP's public repository of binding tariff rulings. Every ruling is binding on the importer who requested it and is high-quality precedent for anyone classifying similar goods. LandedFees ingests the full CROSS corpus and exposes a full-text search at /rulings with an inline summary, the ruling number, the ruling date, and the HTSUS code the ruling anchored to.

Use CROSS when you are on the fence between two candidate codes. A ruling that classifies a functionally identical product is the strongest defence against a CBP challenge short of requesting your own ruling.

How to search CROSS rulings

1. Open /rulings.
2. Type a keyword or the specific ruling number if you have one. Ruling numbers look like NY N305123 or HQ H301234.
3. Filter by chapter, ruling type (classification, valuation, marking, origin), or date range.
4. Click a result to open the ruling summary. The summary carries the key facts, the CBP analysis, the classification held, and a link to the primary CBP text.
5. Click Cite in the summary to copy a citation-formatted reference for your own memo or classification file.
6. If the ruling is close but not identical, open the See also panel for adjacent rulings on the same HTSUS heading.

The corpus is refreshed nightly. New CBP rulings appear within 24 hours of CBP publication.

When a CROSS ruling is not enough

CROSS rulings are binding only on the importer who requested them. Persuasive on others. If your product is close but has a material difference (a different material, a different end use, a different assembly state), you should either request your own ruling or defend your classification against the chapter notes and GRI rules directly.

Frequently asked questions

Are non-US rulings in the corpus

Not yet. CROSS is US-specific. EU BTI (Binding Tariff Information) rulings and UK BOR (Binding Origin Ruling) inclusion is on the roadmap.

How current is the corpus

CBP publishes rulings on a rolling basis. Ingest runs nightly. New rulings appear in /rulings within 24 hours of CBP publication.

Can I subscribe to new rulings on an HTSUS code

Yes via the regulations alerts. Add an HTSUS code and enable rulings updates on the alert.

Are CROSS rulings binding on CBP

Yes, on the importer who requested them and on the specific goods described. Facts materially different from those in the ruling are outside the ruling's scope.
